Le ministre allemand des Finances, Christian Lindner, jusqu'\u00e0 r\u00e9cemment peu favorable \u00e0 la l\u00e9galisation, a annonc\u00e9 qu'il lancerait l'initiative l\u00e9gislative visant \u00e0 l\u00e9galiser le cannabis en Allemagne.<\/p>\n\n\n\n
Le plan de l\u00e9galisation du cannabis sera d\u00e9voil\u00e9 cet \u00e9t\u00e9 dans le cadre d'une \u00ab politique sanitaire\u00bb. <\/strong><\/p>\n\n\n\n
\u201cUne question que les gens ne cessent de me poser : \u2018Quand Bubatz sera-t-il l\u00e9gal ? Je dirais : bient\u00f4\u201d a \u00e9crit Lindner dans un tweet vendredi dernier. \"Bubatz\" est l'argot allemand du mot cannabis.<\/p>\n\n\n\n
Lindner faisait r\u00e9f\u00e9rence \u00e0 un projet de loi formul\u00e9 par les sociaux-d\u00e9mocrates (SDP), les verts et les d\u00e9mocrates libres (FDP) dans leur accord de coalition en novembre dernier, qui planifiait de l\u00e9galiser l'usage du cannabis \u00e0 des fins r\u00e9cr\u00e9atives.<\/p>\n\n\n\n

Le ministre allemand de la Sant\u00e9, Karl Lauterbach, a \u00e9galement chang\u00e9 d\u2019opinion sur le cannabis au cours des deux derni\u00e8res ann\u00e9es et a d\u00e9clar\u00e9 qu'il pensait d\u00e9sormais que les dangers de la non-l\u00e9galisation \u00e9taient plus grands que ceux de la l\u00e9galisation. <\/p>\n\n\n\n
\"J'ai toujours \u00e9t\u00e9 oppos\u00e9 \u00e0 la l\u00e9galisation du cannabis, mais j'ai revu ma position il y a environ un an\", a-t-il d\u00e9clar\u00e9.<\/p>\n\n\n\n
\"\u00c0 mon avis, l'administration de cannabis contamin\u00e9 pr\u00e9sente d\u00e9sormais un risque plus important que la distribution contr\u00f4l\u00e9e aux personnes qui consomment du cannabis de qualit\u00e9 appropri\u00e9e de mani\u00e8re contr\u00f4l\u00e9e\", a-t-il ajout\u00e9.<\/p>\n\n\n\n
Le ministre de la Justice, Marco Buschmann, a annonc\u00e9 qu'il pr\u00e9parait un plan technique complet pour l\u00e9galiser le cannabis par le biais d'un processus de consultation avec le minist\u00e8re de la Sant\u00e9.<\/p>\n\n\n\n
Le gouvernement pr\u00e9sentera un projet de loi au second semestre 2022. <\/strong><\/p>\n\n\n\n
Le processus d\u00e9butera avec le commissaire f\u00e9d\u00e9ral aux drogues Burkhardt Blienert, qui discutera des questions fondamentales autour de la l\u00e9galisation avec des experts nationaux et internationaux.<\/p>\n\n\n\n

\u00abIl s'agit de mettre en commun les connaissances et les exp\u00e9riences et de r\u00e9pondre tr\u00e8s ouvertement aux objections et aux r\u00e9serves. Les \u00c9tats, les municipalit\u00e9s, les associations, la science et la soci\u00e9t\u00e9 civile devraient \u00e9galement \u00eatre impliqu\u00e9s dans les pr\u00e9paratifs. Pratiquement aucun autre probl\u00e8me de politique en mati\u00e8re de drogue n'a pr\u00e9occup\u00e9 les gens autant que le cannabis. Nous savons tous \u00e0 quel point ce projet est complexe \u00bb, a expliqu\u00e9 Blienert.<\/p>\n\n\n\n
En novembre 2021, les partis politiques se sont mis d'accord sur la \"vente contr\u00f4l\u00e9e de cannabis aux adultes \u00e0 des fins r\u00e9cr\u00e9atives dans des magasins agr\u00e9\u00e9s\", tel qu\u2019\u00e9crit dans l'accord de coalition. <\/p>\n\n\n\n
Le processus de l\u00e9galisation impliquera les \u00c9tats f\u00e9d\u00e9r\u00e9s, les associations, les municipalit\u00e9s, la science et les acteurs de la soci\u00e9t\u00e9 civile. De nombreux d\u00e9tails restent \u00e0 r\u00e9gler, notamment l'\u00e9tablissement d'un niveau maximal de THC pour les produits \u00e0 base de cannabis.<\/p>\n\n\n\n
Selon une \u00e9tude de l'Universit\u00e9 de D\u00fcsseldorf, la l\u00e9galisation du cannabis r\u00e9cr\u00e9atif pourrait rapporter plus de 5,3 milliards de dollars de recettes fiscales annuelles suppl\u00e9mentaires \u00e0 l'Allemagne et cr\u00e9er environ 27 000 emplois l\u00e9gaux.<\/p>","protected":false},"excerpt":{"rendered":"
