Fin F\u00e9vrier, le commandant Solochi, le g\u00e9n\u00e9ral responsable du service national de l\u2019arm\u00e9e en Zambie a d\u00e9clar\u00e9 que l\u2019arm\u00e9e allait acqu\u00e9rir des terres dans plusieurs provinces du pays pour cultiver des plants de cannabis m\u00e9dical. La plantation devrait commencer ce mois-ci.<\/p>\n\n\n\n

L\u2019industrie du cannabis devrait permettre de cr\u00e9er 3 000 emplois. Le projet a re\u00e7u le soutien des chefs traditionnels ainsi que des propi\u00e9taires des terres des provinces zambiennes qui ont accept\u00e9 de c\u00e9der librement une partie de leurs terres pour la culture du cannabis.<\/p>\n\n\n\n

Contrairement \u00e0 l\u2019Afrique du Sud, au Zimbabwe et au Lesotho, la Zambie a jusqu\u2019\u00e0 maintenant \u00e9t\u00e9 r\u00e9ticente \u00e0 s\u2019engager dans la l\u00e9galisation du cannabis m\u00e9dical, notamment pour sa culture et son exportation. \u00c0 l\u2019heure actuelle, le cannabis m\u00e9dical est interdit pour les habitants toutefois, la culture et l\u2019exportation sont autoris\u00e9es.<\/p>\n\n\n\n

\u00ab La Zambie poss\u00e8de certains des sols les plus riches d\u2019Afrique sur le plan \u00e9cologique et, compte tenu de la taille gigantesque du pays, des terres vierges denses qui, sur le papier, sont fantastiques pour un cannabis de qualit\u00e9 sup\u00e9rieure. C\u2019est un myst\u00e8re que la Zambie ait \u00e9t\u00e9 jusqu\u2019\u00e0 pr\u00e9sent absente de l\u2019ensemble des accords sur le cannabis conclus au Lesotho, en Afrique du Sud, au Malawi ou au Zimbabwe \u00bb, a d\u00e9clar\u00e9 l\u2019analyste Dennis Juru, de la South Africa International Cross Borders Traders Association.<\/p>\n\n\n\n

Selon des m\u00e9dias locaux, le parlement zambien a jusqu\u2019\u00e0 pr\u00e9sent seulement \u00ab approuv\u00e9 la publication et l\u2019introduction d\u2019un projet de loi au parlement pour la l\u00e9galisation de la culture du cannabis \u00bb.<\/p>\n\n\n\n

\u00abLa Zambie consid\u00e8re le cannabis comme une culture de s\u00e9curit\u00e9, d\u2019o\u00f9 la d\u00e9cision de l\u2019arm\u00e9e de devancer la l\u00e9galisation pour s\u2019emparer de terres destin\u00e9es au cannabis \u00bb, a expliqu\u00e9 Deogracias Kalima, r\u00e9dacteur ind\u00e9pendant sp\u00e9cialis\u00e9 en \u00e9cologie pour le magazine Unsustainable et l\u2019Organisation des Nations unies pour l\u2019alimentation et l\u2019agriculture au Malawi.<\/p>\n\n\n\n

La Zambie n\u2019est pas le seul pays africain dont l\u2019arm\u00e9e a d\u00e9cid\u00e9 de s\u2019investir dans la culture du cannabis. Le Zimbabwe, o\u00f9 le cannabis est l\u00e9galis\u00e9 depuis 2018,a \u00e9galement militaris\u00e9 la culture du cannabis. En 2019, la police et le service p\u00e9nitentiaire du Zimbabwe ont obtenu les premi\u00e8res licences pour cultiver des plantations de cannabis sur des sites p\u00e9nitentiaires pour exporter. <\/p>\n\n\n\n

\u00ab L\u2019arm\u00e9e zambienne, tout comme celle de son voisin le Zimbabwe, est le nec plus ultra de l'\u00c9tat profond.
