Mercredi matin, Carlos Alvarado, le pr\u00e9sident de la R\u00e9publique du Costa Rica, a sign\u00e9 la loi sur le cannabis m\u00e9dical et le chanvre industriel suite \u00e0 l'approbation finale des d\u00e9put\u00e9s. Le Pr\u00e9sident Carlos Alvarado avait auparavant donn\u00e9 son v\u00e9to puisqu\u2019il ne soutenait pas\nl'auto-culture du cannabis pour les patients. La l\u00e9gislation finale a \u00e9t\u00e9 approuv\u00e9e avec 35 voix en faveur et 22 contre.<\/p>\n\n\n\n

La l\u00e9gislatrice Zoila Rosa Volio a d\u00e9clar\u00e9 que le projet de loi conservait les \u00e9l\u00e9ments essentiels de la l\u00e9gislation originale.<\/p>\n\n\n\n

\"Le veto n'a pas affect\u00e9 les \u00e9l\u00e9ments cl\u00e9s de cette proposition, qui apportera des investissements, g\u00e9n\u00e9rera des emplois, permettra l'acc\u00e8s aux march\u00e9s et r\u00e9activera le secteur agricole\", a d\u00e9clar\u00e9 Volio.<\/p>\n\n\n\n

Carlos Alvarado a exprim\u00e9 son soutien dans une d\u00e9claration plus t\u00f4t cette semaine : \u00ab Je veux dire que je soutiens le cannabis m\u00e9dical. Nous avons recouru \u00e0 un veto partiel et recommand\u00e9 trois modifications du texte \u00bb qui ont suffi pour finalement adopter une version restreinte de la premi\u00e8re proposition.<\/p>\n\n\n\n

Le pr\u00e9sident a soulign\u00e9 que ce projet de loi repr\u00e9sente des points tr\u00e8s positifs pour le pays : \u00ab Pour soulager la douleur chronique et fournir un traitement aux personnes qui en ont besoin, et pour diversifier les options de sant\u00e9 pour les patients. Ce n'est qu'un grand objectif, et cette loi le remplit. L'autre grande r\u00e9ussite de cette loi est que le chanvre peut \u00eatre industrialis\u00e9, une activit\u00e9 qui pourrait revigorer notre agriculture, en particulier nos zones rurales, avec une culture et une nouvelle industrie qui pourraient en d\u00e9couler \u00bb, a-t-il ajout\u00e9.<\/p>\n\n\n\n

\"Je c\u00e9l\u00e8bre l'approbation finale de la loi sur le chanvre et le cannabis qui font suite au veto. De cette mani\u00e8re, des opportunit\u00e9s d'emploi et des traitements alternatifs seront g\u00e9n\u00e9r\u00e9s pour de nombreux patients atteints de maladies chroniques \u00bb, a d\u00e9clar\u00e9 Silvia Hern\u00e1ndez, pr\u00e9sidente de l'Assembl\u00e9e l\u00e9gislative.<\/p>\n\n\n\n

Le texte doit maintenant \u00eatre publi\u00e9 au Journal officiel pour entrer en vigueur. Le projet de loi arrive pr\u00e8s de trois ans apr\u00e8s le d\u00e9but du projet \u00e0 l'Assembl\u00e9e l\u00e9gislative. <\/p>\n\n\n\n

La loi permettra aux autorit\u00e9s costaricaines d'accorder des licences pour la production de cannabis \u00e0 des fins m\u00e9dicales. La loi l\u00e9galise \u00e9galement la culture et la production industrielle du chanvre.
