Le Parlement de Malte a adopt\u00e9 la l\u00e9galisation du cannabis \u00e0 des fins r\u00e9cr\u00e9atives par 36 voix contre 27. Le gouvernement a pr\u00e9sent\u00e9 le projet de loi qui permet \u00e0 chaque adulte r\u00e9sidant \u00e0 Malte de poss\u00e9der jusqu'\u00e0 sept grammes de cannabis et de cultiver jusqu'\u00e0 quatre plantes.<\/p>\n\n\n\n
Mardi apr\u00e8s-midi, Malte est devenue le premier pays europ\u00e9en \u00e0 l\u00e9galiser la culture du cannabis \u00e0 des fins r\u00e9cr\u00e9atives personnelles. <\/p>\n\n\n\n
L'opposition, favorable \u00e0 un acc\u00e8s plus r\u00e9gul\u00e9, a vot\u00e9 contre, argumantant qu'il y avait des questions plus importantes \u00e0 r\u00e9gler dans le pays que la l\u00e9galisation du cannabis. \u00c0 ce jour, Malte est toujours plac\u00e9e, depuis juin dernier, sur la \"liste grise\" du Gafi, l'organisme intergouvernemental mondial contre le blanchiment d'argent et le terrorisme.<\/p>\n\n\n\n

Le texte d\u00e9fendu par le ministre maltais de l'Egalit\u00e9, Owen Bonnici, permettra \u00e0 chaque adulte r\u00e9sidant \u00e0 Malte de poss\u00e9der jusqu'\u00e0 sept grammes de cannabis et de cultiver jusqu'\u00e0 quatre plantes. Le gouvernement maltais soutient la l\u00e9galisation de la culture et de la consommation personnelle afin de r\u00e9glementer le commerce du cannabis et limiter le trafic, qui restera ill\u00e9gal<\/p>\n\n\n\n

D'autres \u00c9tats europ\u00e9ens pourraient rapidement rejoindre le pays. Le Luxembourg et la nouvelle coalition au pouvoir en Allemagne envisagent \u00e9galement de l\u00e9galiser l'usage r\u00e9cr\u00e9atif du cannabis. \u00c0 ce jour, seuls le Canada, l'Uruguay et 18 \u00c9tats am\u00e9ricains l'ont l\u00e9galis\u00e9.<\/p>\n\n\n\n
La plupart des pays ont choisi de d\u00e9p\u00e9naliser l'usage personnel de cannabis en annulant les peines de prison pour les consommateurs. Aux Pays-Bas, le gouvernement autorise la consommation et la vente au d\u00e9tail de jusqu'\u00e0 cinq grammes de cannabis depuis 1976 dans les \u00ab coffee shops \u00bb. Mais sa culture et sa vente en gros, principalement contr\u00f4l\u00e9es par des gangs criminels, restent interdites.<\/p>\n\n\n\n

Le texte adopt\u00e9 \u00e0 Malte constitue la derni\u00e8re \u00e9tape d'un d\u00e9bat qui dure depuis plusieurs ann\u00e9es. En 2015, Malte a d\u00e9criminalis\u00e9 la possession de petites quantit\u00e9s de cannabis (jusqu'\u00e0 3,5 grammes), puis a autoris\u00e9, en 2018, l'usage de produits \u00e0 base de cannabis m\u00e9dical.<\/p>\n\n\n\n
Une fois promulgu\u00e9e, la loi permettra la cr\u00e9ation de clubs ou d'associations \u00e0 but non lucratif qui seront autoris\u00e9s \u00e0 fournir des fleurs et des graines de cannabis \u00e0 leurs membres. Ces clubs auront une capacit\u00e9 maximale de 500 membres et devront \u00eatre situ\u00e9s \u00e0 plus de 250 m\u00e8tres des \u00e9coles.<\/p>\n\n\n\n
La consommation de cannabis en public restera interdite, sous peine d'une amende de 235 euros.
