Ce projet ne sera pas lanc\u00e9 avant 2024.&nbsp;<\/p>\n\n\n\n<p><strong>Prot\u00e9ger les citoyens contre les substances nocives et augmenter les recettes fiscales.&nbsp;<\/strong><\/p>\n\n\n\n<p>L'Allemagne a l\u00e9galis\u00e9 le cannabis m\u00e9dical en 2017. Depuis, le cannabis \u00e0 usage m\u00e9dical est utilis\u00e9 pour lutter contre certaines pathologies. La seule entreprise allemande produisant du cannabis m\u00e9dical est situ\u00e9e pr\u00e8s de Dresde, dans l'est de l'Allemagne.&nbsp;<\/p>\n\n\n\n<p>La coalition a exprim\u00e9 son souhait de r\u00e9glementer l'usage r\u00e9cr\u00e9atif du cannabis pour prot\u00e9ger les jeunes consommateurs et emp\u00eacher la circulation de substances nocives et de mauvaise qualit\u00e9 dans le pays&nbsp;<\/p>\n\n\n\n<p>En outre, en l\u00e9galisant le cannabis r\u00e9cr\u00e9atif, l'Allemagne profiterait grandement de l'augmentation des recettes fiscales, estim\u00e9es \u00e0 pr\u00e8s de 2 milliards d'euros selon une \u00e9tude command\u00e9e par l'association allemande du chanvre \u00e0 l'\u00e9conomiste Justus Haucap.&nbsp;<\/p>\n\n\n\n<p>Selon Haucap, l'Allemagne toucherait plus de 1,8 milliard d'euros en comptant seulement l\u2019imp\u00f4t sur le cannabis. En ajoutant la TVA, les taxes professionnelles, l'imp\u00f4t sur les soci\u00e9t\u00e9s et les salaires, l'\u00c9tat toucherait au total 2,9 milliards d'euros.&nbsp;<\/p>\n\n\n\n<p>La police et la justice \u00e9conomiseraient une grosse somme d'argent avec la l\u00e9galisation du cannabis qui porterait les b\u00e9n\u00e9fices totaux \u00e0 5 milliards d'euros par an. Ce serait donc aussi un gain de temps et d'\u00e9nergie pour la police qui n'aura plus \u00e0 poursuivre les consommateurs de cannabis.&nbsp;<\/p>\n\n\n\n<p><strong>La l\u00e9galisation du cannabis n'augmenterait pas la consommation des usagers.&nbsp;<\/strong><\/p>\n\n\n\n<p>Le gouvernement envisage de vendre le gramme de cannabis aux alentours de 10 euros. L'\u00e9conomiste Justus Haucap soutient la viabilit\u00e9 du projet en pr\u00e9cisant que \u00ab Ces chiffres sont assez comparables \u00e0 ceux que le Conseil d'analyse \u00e9conomique a calcul\u00e9 pour la France en 2019, explique-t-il. Nous pensons donc que ce serait une bonne affaire pour ces deux pays ! Ce projet cr\u00e9erait 27 000 emplois en Allemagne. Il r\u00e9duirait \u00e9galement les co\u00fbts de sant\u00e9 puisque les consommateurs ach\u00e8teront des produits de qualit\u00e9. Et l\u00e0 o\u00f9 le cannabis est d\u00e9j\u00e0 l\u00e9galis\u00e9, on constate que la consommation n'augmente pas chez les usagers dits probl\u00e9matiques, comme les adolescents. C\u2019est positif et encourageant.\"<\/p>\n\n\n\n<p>N\u00e9anmoins, la l\u00e9galisation du cannabis ne pla\u00eet pas \u00e0 tous les partis politiques d'Allemagne et n'atteint pas la majorit\u00e9 des votes des membres du Bundesrat, le S\u00e9nat du pays. La loi sur la l\u00e9galisation du cannabis en Allemagne, dont la validit\u00e9 sera limit\u00e9e \u00e0 quatre ans, cr\u00e9era \u00e0 coup s\u00fbr des tensions au sein du pays. Des discussions et des n\u00e9gociations sont sur le point d'avoir lieu dans les prochains mois.
