{"id":2123,"date":"2021-04-16T07:04:41","date_gmt":"2021-04-16T07:04:41","guid":{"rendered":"http:\/\/cannadaily.news\/?p=2123"},"modified":"2021-04-16T07:04:43","modified_gmt":"2021-04-16T07:04:43","slug":"geroa-bai-brings-the-first-law-on-cannabis-to-the-spanish-senate","status":"publish","type":"post","link":"https:\/\/cannadaily.news\/fr\/geroa-bai-brings-the-first-law-on-cannabis-to-the-spanish-senate\/","title":{"rendered":"Geroa Bai pr\u00e9sente la premi\u00e8re loi sur le cannabis au S\u00e9nat espagnol"},"content":{"rendered":"<p class=\"has-text-align-center\"><strong>La l\u00e9galisation du cannabis encadr\u00e9e par l'administration publique pourrait rapporter entre 300 et 600 millions d'euros de revenus \u00e0 l'Etat.<\/strong><\/p>\n\n\n\n<p>Geroa Bai, une coalition politique r\u00e9gionale de la Communaut\u00e9 Forale de Navarre a propos\u00e9 un projet de loi au S\u00e9nat pour r\u00e9glementer l'activit\u00e9 des clubs de cannabis, ainsi que la consommation de la substance dans tout le pays.<\/p>\n\n\n\n<p>La coalition a promu cette initiative \u00e0 la Chambre Haute par le biais du groupe conf\u00e9d\u00e9ral dans lequel elle est int\u00e9gr\u00e9e avec Adelante Andaluc\u00eda, M\u00e9s per Mallorca, M\u00e1s Madrid, Comprom\u00eds et Catalunya en Com\u00fa Podem.<\/p>\n\n\n\n<p>Le projet de loi est le texte qui a \u00e9t\u00e9 approuv\u00e9 en 2014 par le Parlement de Navarre \u00e0 la suite d'une initiative l\u00e9gislative populaire (ILP) promue par la Representaci\u00f3n Cann\u00e1bica Navarra (RCN-NOK) et qui a \u00e9t\u00e9 annul\u00e9e en 2017 par la Cour constitutionnelle.<\/p>\n\n\n\n<p>Suite \u00e0 la d\u00e9cision du tribunal, le Parlement navarrais a choisi de pr\u00e9senter un projet de loi au Congr\u00e8s en 2018 mais son traitement a \u00e9t\u00e9 interrompu par des processus \u00e9lectoraux successifs. Koldo Mart\u00ednez, le s\u00e9nateur de Geroa Bai a finalement pr\u00e9sent\u00e9 le projet de loi au S\u00e9nat.<\/p>\n\n\n\n<p>La norme - a-t-il expliqu\u00e9 - a trois objectifs: permettre la culture \u00e0 usage personnel et la consommation individuelle et communautaire, r\u00e9glementer une protection administrative et d\u00e9finir la l\u00e9galit\u00e9 de l'activit\u00e9 des clubs et associations de cannabis, actuellement dans un vide juridique.<\/p>\n\n\n\n<p>Le projet de loi fixe la limite de la culture \u00e0 domicile \u00e0 huit plantes et de la consommation \u00e0 dix grammes par jour.<\/p>\n\n\n\n<p>Le pr\u00e9sident de la Representaci\u00f3n Cann\u00e1bica Navarra, Ferm\u00edn Les, a soulign\u00e9 que la r\u00e9glementation du cannabis est \"importante\" pour la libert\u00e9, d\u2019autant que des l\u00e9galisations sp\u00e9cifiques existent d\u00e9j\u00e0 dans les pays \"plus d\u00e9mocratiques\".<\/p>\n\n\n\n<p>Le repr\u00e9sentant du RCN-NOK et l\u2019activiste Ram\u00f3n Morcillo ont fait remarquer que la pr\u00e9sentation de ce projet de loi est une journ\u00e9e \"historique\" pour les collectifs de l\u2019industrie du cannabis.<\/p>\n\n\n\n<p>Voyons ce qui se passera dans les prochaines semaines, peut-\u00eatre que l'Espagne l\u00e9galisera le cannabis dans toutes ses r\u00e9gions!<\/p>","protected":false},"excerpt":{"rendered":"<p>The legalization of cannabis tutored by the public administration could provide between 300 and 600 million euros of income to the State.
