Conscient de ses vertus th\u00e9rapeutiques et des opportunit\u00e9s \u00e9conomiques significatives que la plante de cannabis implique, le Maroc ouvre enfin la porte de la l\u00e9galisation. <\/p>\n\n\n\n

Le 4 mars dernier, le gouvernement s\u2019est exprim\u00e9 ouvertement sur la possibilit\u00e9 de l\u00e9galiser la culture du cannabis ainsi que sa consommation. Jusqu\u2019\u00e0 pr\u00e9sent, la culture du \u201ckif\u201d, une vari\u00e9t\u00e9 de cannabis sp\u00e9cifiquement cultiv\u00e9e au Maroc, est ill\u00e9gale. Le Maroc reconsid\u00e8re sa position sur le sujet. Le gouvernement a en effet propos\u00e9 un projet de loi au parlement impliquant la l\u00e9galisation de la culture et de l\u2019utilisation de cannabis m\u00e9dicinal, une pratique qui \u00e0 l\u2019heure actuelle, a \u00e9t\u00e9 l\u00e9galis\u00e9e dans plus de 50 pays. <\/p>\n\n\n\n

Au-del\u00e0 des vertus th\u00e9rapeutiques, le Maroc reconna\u00eet que l\u2019industrie verte pourrait lui \u00eatre extr\u00eamement profitable. En pratique, certaines r\u00e9gions historiques du pays, o\u00f9 le sol est particuli\u00e8rement adapt\u00e9 \u00e0 la culture de la plante, prosp\u00e8rent d\u00e9j\u00e0 gr\u00e2ce au commerce du cannabis. N\u2019oublions pas \u00e9galement que le Maroc reste \u00e0 ce jour, le premier producteur mondial de notre amie verte. <\/p>\n\n\n\n

Jusqu\u2019\u00e0 maintenant, comme beaucoup d\u2019autres pays, le Maroc n\u2019\u00e9tait pas parvenu \u00e0 se d\u00e9cider, alternant entre scepticisme et ouverture sur le sujet de la l\u00e9galisation. Un d\u00e9bat sans fin qui pourtant, ne manque pas d\u2019arguments en faveur. En effet, la l\u00e9galisation de la culture du cannabis permettrait d\u2019augmenter le revenu moyen des fermiers, les prot\u00e9ger des r\u00e9seaux internationaux de trafic de drogues ainsi qu\u2019attirer des investissements \u00e9trangers.<\/p>\n\n\n\n

Le 11\u202fmars, le gouvernement marocain a valid\u00e9 un projet de loi autorisant un usage \u00ab\u202fm\u00e9dical, cosm\u00e9tique et industriel\u202f\u00bb du cannabis. Un texte concoct\u00e9 par le minist\u00e8re de l\u2019Int\u00e9rieur, dirig\u00e9 par Abdelouafi Laftit, qui ouvre la voie \u00e0 la l\u00e9galisation du cannabis \u00e0 usage th\u00e9rapeutique et encadre sa production. Le texte doit encore \u00eatre discut\u00e9 et valid\u00e9 par le Parlement.<\/p>\n\n\n\n

Il n\u2019est pas anodin que le Maroc ouvre le d\u00e9bat sur la plante. En effet, le 2 Mars dernier, suivant les recommandations de l\u2019Organisation Mondiale de la Sant\u00e9, la Commission des Stup\u00e9fiants des Nations Unies a d\u00e9cid\u00e9 de retirer le cannabis du tableau IV de la Convention Unique des Stup\u00e9fiants de 1961, o\u00f9 jusqu\u2019\u00e0 maintenant la plante figurait aux c\u00f4t\u00e9s d'opio\u00efdes addictifs et mortels tel que l\u2019h\u00e9ro\u00efne. La commission a \u00e9galement officiellement reconnu les propri\u00e9t\u00e9s th\u00e9rapeutiques du cannabis. Cette reconnaissance de la part d\u2019une des organisations les plus reconnues internationalement a acc\u00e9l\u00e9r\u00e9 l\u2019interminable d\u00e9bat dans le monde entier.\u00a0<\/p>\n\n\n\n

La plante qui jusqu\u2019\u00e0 aujourd\u2019hui ternissait la r\u00e9putation du Maroc du aux probl\u00e8mes de trafic ill\u00e9gal, pourrait devenir d\u2019ici quelques ann\u00e9es, une b\u00e9n\u00e9diction. <\/p>","protected":false},"excerpt":{"rendered":"
