Certains pays ont entam\u00e9 un processus de d\u00e9p\u00e9nalisation de l'utilisation du cannabis r\u00e9cr\u00e9atif, tandis que d'autres, 22 au total, ont l\u00e9galis\u00e9 certains produits \u00e0 base de cannabis m\u00e9dical (sans ou avec peu de THC). La France, qui avait jusqu'ici emprunt\u00e9 la voie du cannabis m\u00e9dicinal, envisage d\u00e9sormais de d\u00e9p\u00e9naliser l'usage du cannabis r\u00e9cr\u00e9atif.\u00a0<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Pour comprendre ce changement soudain, il nous faut revenir \u00e0 l\u2019histoire l\u00e9gislative de la France relative au cannabis:\u00a0<\/p>\n\n\n\n<ul class=\"has-black-color has-text-color\"><li>En juin 2013, la France a approuv\u00e9 une toute nouvelle l\u00e9gislation sur le cannabis m\u00e9dicinal, l\u00e9galisant le cannabis en tant que traitement m\u00e9dical, sous prescription uniquement.&nbsp;<\/li><li>En 2019, la France introduit le programme pilote d'acc\u00e8s au cannabis m\u00e9dical.<\/li><li>En novembre 2020, la Cour Europ\u00e9enne de Justice a contraint la France \u00e0 l\u00e9galiser l'utilisation du CBD dans le pays afin d\u2019aligner les diff\u00e9rentes politiques europ\u00e9ennes sur le sujet.&nbsp;<\/li><\/ul>\n\n\n\n<p class=\"has-black-color has-text-color\">Suite \u00e0 ces derni\u00e8res l\u00e9gislations, les magasins de CBD, labellis\u00e9s sous le drapeau du bien-\u00eatre, sont en plein essor dans tout le pays. En effet, on ne compte pas moins de 400 \u00e0 500 magasins, principalement localis\u00e9s dans les grandes villes, vendant tout type de produits d\u00e9riv\u00e9s du CBD tels que des herbes \u00e0 fumer, du th\u00e9, du miel, du chocolat ou encore des cosm\u00e9tiques.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Le succ\u00e8s de ces magasins a acc\u00e9l\u00e9r\u00e9 le d\u00e9bat autour de la l\u00e9galisation du cannabis r\u00e9cr\u00e9atif dans le pays. C\u2019est un grand changement de perspective pour la France qui a toujours \u00e9t\u00e9 extr\u00eamement r\u00e9pressive en mati\u00e8re de drogue. Jusqu'\u00e0 pr\u00e9sent, la France avait toujours \u00e9t\u00e9 ferm\u00e9e au d\u00e9bat, avec une politique particuli\u00e8rement s\u00e9v\u00e8re autour de l'usage des drogues douces tel que le cannabis. Il est \u00e9galement important de reconna\u00eetre qu\u2019il existe de nombreuses fausses id\u00e9es autour de la plante et de ses diff\u00e9rentes utilisations ; une m\u00e9connaissance de la plante qui conduit une importante partie de la population fran\u00e7aise \u00e0 r\u00e9sister \u00e0 la l'id\u00e9e du cannabis l\u00e9gal.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">La France souffre toutefois d'un \u00e9norme paradoxe. Aussi conservatrice que puisse \u00eatre la France en tant que pays, ses citoyens inversent la tendance. En effet, les Fran\u00e7ais restent les plus gros utilisateurs de Cannabis en Europe, avec en moyenne 1 million de fumeurs quotidiens et 5 millions de fumeurs occasionnels.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color translation-block\">Conscient de l'\u00e9chec \u00e9pique des mesures restrictives sur ses citoyens, le gouvernement fran\u00e7ais commence \u00e0 reconsid\u00e9rer sa l\u00e9gislation sur la l\u00e9galisation du cannabis r\u00e9cr\u00e9atif, en imaginant entre autres un march\u00e9 offrant un cannabis dont la dose de THC serait contr\u00f4l\u00e9e. Le gouvernement envisage \u00e9galement de d\u00e9velopper diff\u00e9rents groupes p\u00e9dagogiques et de soutien pour les consommateurs de cannabis.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Les prochaines \u00e9lections qui auront lieu en 2022 acc\u00e9l\u00e8rent le processus. Le parlement a cr\u00e9\u00e9 un sondage demandant l'opinion de ses citoyens sur le sujet, auquel plus de 230 000 personnes ont r\u00e9pondu jusqu'\u00e0 pr\u00e9sent.&nbsp;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color\">Qui sait, peut-\u00eatre que la Tour Eiffel s'illuminera de vert d\u2019ici quelque temps.
