Il y a un peu plus d\u2019une semaine, la maire d\u2019Amsterdam, Femke Halsema, a annonc\u00e9 que le Conseil de la ville traitera une motion pour interdire l'acc\u00e8s des touristes aux 166 coffee-shops existants. En d\u2019autres termes, la fermeture des portes d'un des plus c\u00e9l\u00e8bres circuits aux touristes en voyage \u00e0 Amsterdam : la vente et la consommation de marijuana.<\/p>\n\n\n\n

L\u2019initiative fait partie d\u2019un plan de r\u00e9formes dirig\u00e9 par Halsema, \u00e9lue en 2018, en vue de r\u00e9duire l\u2019encombrement dans le Quartier Rouge.<\/a>Selon elle, un tiers des coffee-shops hollandais se concentre \u00e0 l'int\u00e9rieur de la ville, autrement connue sous le nom de \u201cla Venise du Nord\u201d. D'apr\u00e8s une enqu\u00eate lanc\u00e9e par le gouvernement, nous apprenons que 58 % des touristes \u00e9trangers visitent la ville dans le but de consommer des drogues.<\/p>\n\n\n\n

Les restrictions seraient appliqu\u00e9es \u00e0 partir de l\u2019ann\u00e9e prochaine, et permettraient l'acc\u00e8s aux c\u00e9l\u00e8bres coffee shops seulement pour les r\u00e9sidents du pays. Le but est d\u2019attirer un tourisme ayant un pouvoir d'achat plus \u00e9lev\u00e9, ainsi que de promouvoir les autres attractions de la ville, comme ses \u201cinstitutions culturelles, sa richesse et sa beaut\u00e9\u201d. La maire d\u2019Amsterdam a expliqu\u00e9 : \u201cils (le conseil) ont observ\u00e9 que plusieurs groupes de jeunes viennent dans la ville seulement pour visiter les coffee-shops\u201d.<\/p>\n\n\n\n

Aux Pays-Bas, les d\u00e9tails techniques sur la l\u00e9galit\u00e9 de la vente des produits \u00e0 base de cannabis sont tr\u00e8s complexes. Depuis 1976, une \u201cpolitique de tol\u00e9rance\" fut appliqu\u00e9e, laquelle d\u00e9criminalise la possession jusqu\u2019\u00e0 5 grammes, bien que la production soit consid\u00e9r\u00e9e comme ill\u00e9gale. La proposition du Conseil municipal, appuy\u00e9e par la police et le parquet, fut pr\u00e9sent\u00e9e avec l\u2019objectif de contr\u00f4ler le tourisme des drogues, lequel serait organis\u00e9 autour des gangs et du march\u00e9 noir. En revanche, Joachim Helms, le porte-parole de l\u2019Association des Commer\u00e7ants de Cannabis, a averti que la demande de ces produits se maintiendra. Donc, dans la rue, il y aura un trafic de drogues appuy\u00e9 par le march\u00e9 ill\u00e9gal, exactement ce que la r\u00e9forme cherche \u00e0 \u00e9viter.<\/p>\n\n\n\n
