Seg\u00fan datos del Ministerio del Interior, las multas se han multiplicado por 3,5 desde la aprobaci\u00f3n de la ley mordaza.&nbsp;<\/p>\n\n\n\n<p>En comparaci\u00f3n, Alemania impone alrededor de 179.000 multas al a\u00f1o a pesar de tener casi el doble de poblaci\u00f3n y una tasa de consumo un poco m\u00e1s baja que Espa\u00f1a.&nbsp;<\/p>\n\n\n\n<p>Ning\u00fan otro pa\u00eds europeo supera las 200.000 multas al a\u00f1o. En t\u00e9rminos absolutos, Alemania ocupa la segunda posici\u00f3n (179.700) siguiendo por Turqu\u00eda e Italia, bastante detr\u00e1s, con 53.734 y 33.363, respectivamente.<\/p>\n\n\n\n<p><strong>\u00bfQu\u00e9 dice la ley sobre el cannabis?<\/strong><\/p>\n\n\n\n<p>Francisco Azor\u00edn, un abogado del bufete de abogados Brotsanbert, cree que parte del problema viene de la cultura de la polic\u00eda a sancionar a las personas incluso en caso de que no hay pruebas de transporte de drogas en espacios p\u00fablicos o de \"registros desproporcionados y arbitrarios\".<\/p>\n\n\n\n<p>Azor\u00edn acaba de publicar el libro Cannabis, ciencia y derecho (aqu\u00ed puedes leer el pr\u00f3logo), en el que repasa la situaci\u00f3n jur\u00eddica de la planta en Espa\u00f1a y los problemas a los que se enfrentan sus usuarios.<\/p>\n\n\n\n<p>\u201cEn el resto de Europa, as\u00ed como tienen leyes m\u00e1s estrictas para el cultivo de cannabis, la posesi\u00f3n no suele sancionarse con multas, al menos la primera vez\u201d, dice Azor\u00edn.<\/p>\n\n\n\n<p>La situaci\u00f3n es un problema real para los usuarios que acumulan multas a medida que las autoridades aplican penas m\u00e1s severas por reincidencia.&nbsp;<\/p>\n\n\n\n<p>Azor\u00edn ha tenido un caso en el que un joven ha recibido una multa de 10.401 euros por llevar un porro y un poco de cannabis en su bolsillo, ni siquiera para consumo en la v\u00eda p\u00fablica.&nbsp;<\/p>\n\n\n\n<p>\"Tengo tambi\u00e9n un cliente con 62.000 euros incautados por llevar cannabis en su bolsillo, puedes imaginar c\u00f3mo est\u00e1 mentalmente de momento\", explica el abogado.&nbsp;<\/p>\n\n\n\n<p>\u201cPara realizar un registro, debe ser necesario, es decir, es necesario tener evidencia de la actividad delictiva, algo que la polic\u00eda usualmente no puede probar en un juicio.
